How to convert percent to afraction?

The first procedure is to divide the percentage value by 100 to obtain the decimal number.

The number of digits is then counted to the right of the decimal point of the decimal number. For example, 0.25 has 2 digits on the right of the decimal point, thus d=2

Calculate the factor that will make the decimal number to be an integer.
